Election of 2014 NCAE Convention Delegates At the 2013 NCAE Convention, the delegates voted to host a Constitutional Amendment Convention in 2014. A Constitutional Convention is a gathering for the purpose of writing a new constitution or revising an existing constitution. This convention will not have constitutional amendments, new business items, or resolutions submitted for debate by delegates or locals. The NCAE Board of Directors will recommend changes to the NCAE Constitution for the delegates to discuss, debate, and/or amend. To accept the constitution as amended, we will vote by electronic secret ballot. The adoption of the constitutional amendment changes will go into effect immediately.

The following information pertains to the election of delegates to the NCAE Constitutional Convention in Hickory on March 21-22, 2014. February 10, 2014, has been set as the deadline for each local affiliate to return a list of state convention delegates to this office. With this list, you must send (1) a copy of the notification of the election to your members, (2) a copy of the ballot used, (3) the Report Form, and (4) a copy of the tally sheet. Your delegation will not be seated unless this information is on file. *THE REPORT FORM AND DELEGATE LIST WILL BE SENT WITH THE ALLOCATION LETTER IN JANUARY.

When you make your nomination forms for NCAE delegates, please ask for membership ID numbers. You will need these numbers when you prepare your delegate list. Delegates will register individually at the Convention. Please remember that members of the NCAE Board of Directors (State Officers, District Directors, NCAE/NEA At-Large Directors, NEA Directors, Division Presidents, Alternate NEA Director, NEA Executive Committee, Honorary Director) and District Presidents are Constitutional delegates and do not need to be elected from the local affiliate, nor should they be listed on your list of delegates. Educational support personnel members are eligible to be nominated for local NCAE delegate positions and can vote at the Convention. Your delegate allocation will be sent to you as soon as it is available, probably near the end of January. You can proceed with the election process before you have that information by ascertaining your own delegate strength. Delegates are allocated on the basis of one delegate for every twenty members or major fraction of twenty. The number of ethnic minority delegates and administrator delegates should be based on the same ratio. Remember that ethnic minority and administrator delegate numbers are minimums which may be exceeded. The cut-off date for making reservations for the NCAE Convention housing is February 18 2014. The Board of Directors and NCAE Staff will need to make their reservations through Carolyn Evans for direct billing purposes.
