Call to Order Deputy Mayor Dan Lynch called the Council meeting to order at 4:00 PM and welcomed those present.

Roll Call The roll was called, with all Members of Council being present, except Mayor Reid and Councillor Anderson.

Adoption of Agenda Resolution No. 049-14 Moved by Lynn Grinstead Seconded by Ted Strike BE IT RESOLVED THAT the agenda for the Special Meeting of Council dated Tuesday, January 28, 2014 be adopted. Resolution CARRIED

Resolutions a) Draft Budget Pre-Approval

Resolution No. 050-14 Moved by Walter Stack Seconded by Lynn Grinstead THAT Council pre-approve funding in the amount of $20,000 in 2014 as shown in the Draft 2014 Budget documents and allocate an additional $5,000 from 2013 Surplus' and/or from a Reserve or Reserve Fund as determined appropriate by the A/Director of Corporate Services/Treasurer for a total of $25,000 as a recruitment incentive for a physician to relocate practice in Arnprior, subject to an appropriate minimum time commitment by the physician which shall be determined in consultation with the recruitment committee and the Chief Administrative Officer. Minutes of Regular Council Meeting The CAO gave some background on the purpose of this resolution, indicating that the area is currently short of doctors, as indicated in the presentation recently given by Lindsay Ziebarth of the Physician Recruitment Committee - Arnprior Regional Health Centre. The Town was asked by the Recruitment Committee to provide $25,000 to assist with others in recruitment efforts. Municipalities and hospitals are becoming more competitive to attract new physicians. The Recruitment Committee has confirmed a doctor from the UK, who has indicated his interest in establishing a practice in Arnprior. He is also considering an alternative location. The Town has been assured that the hospital's legal department will include a claw-back clause requiring a minimum time commitment to the Hospital. The matter is of a timely nature as the physician would like to confirm his intentions this week. It is important to note that a recent presentation indicated that the economic benefit to a community of a new doctor setting up a practice is in the order of between $800,000 and $1,000,000. On question of Council the following was clarified: •

There is always a higher risk when pursuing a doctor from another country; however the CEO of the Hospital has assured the Town that best practice measures have been taken to protect the Town and Hospital. The reserve is indicated in the resolution as a back-up, however staff does not feel the reserve will be necessary. The hospital and area municipalities have also indicated their willingness to contribute funding to physician recruitment.

Councillor Grinstead indicated it is her understanding that there is already a doctor to be starting in June, and this doctor from the UK is the second doctor for this year. The hospital is looking at other avenues of funding for any new physician recruitment that may take place later this year.

b) Conflict with OGRAJROMA Conference Resolution No. 051-14 Moved by Lynn Grinstead Seconded by Ted Strike THAT, due to a conflict with the OGRA/ROMA conference which will require attendance of members of Council and staff to advance the Town's position on the proposed OPP funding model, Council intends to tentatively adopt the 2014 operating and capital budget estimates (tentatively scheduled for February 24th ,2014) at the Special Meeting of Council on February 13th, 2014 at 5:00 PM which was originally scheduled as a back-up day for budget deliberations, and that the Clerk post notice accordingly. Resolution CARRIED The CAO provided some background information on the above resolution, indicating that the Mayor, Reeve and himself will now all be present at the OGRA/ROMA conference, due to a request for Mayor Reid and the CAO to assist with the OPP Funding Model. The Mayor was asked to be present and represent not only Arnprior but other municipalities with regards to the OPP Billing Model. Thus, it would be appropriate for the budget approval to

take place with as many Council representatives as possible, and moving the date of approval to February 13, 2014 allows for this. February 13, was already set aside as an additional date for budget if needed. 6.

Confirmatory By-Law Resolution No. 052-14 Moved by Lynn Grinstead Seconded by Mark Willmer THAT By-law No. 6306-14 being a By-law to confirm the proceedings of the Special Meeting of Council held on January 28, 2014 and it is hereby enacted and passed. Resolution CARRIED Adjournment Resolution No. 053-14 Moved by Walter Stack Seconded by Lynn Grinstead THAT this meeting of Council be adjourned at 4:15PM. Resolution CARRIED
