INTRODUCTION 1BU
The Mississippi Department of Environmental Quality (MDEQ) developed this status report to provide information on solid waste management activities that were conducted in Mississippi during Calendar Year 2011. A report on the solid waste management or disposal activities conducted at each landfill, rubbish site, land application site, and composting facility in the state is required to be submitted to MDEQ by the facility owner each year. Beneficial use determination holders are also required to submit an annual report to MDEQ containing information on the distribution of industrial and other by-products for legitimate end uses. Additionally, waste tire haulers and commercial waste tire collection and processing facilities are required to annually or monthly report certain information regarding the quantities of waste tires managed. This status report provides summary information on these activities during 2011 as listed below: Part I - Commercial Solid Waste Disposal Facilities U
Part I of this report contains a summary report on disposal activities conducted at commercial disposal facilities in the state. A commercial solid waste disposal facility is any facility that is engaged in the disposal of solid waste for compensation or which accepts waste from more than one generator not owned by the facility owner. Commercial solid waste disposal facilities include: • • •

Part II - Non-Commercial Solid Waste Disposal Facilities U
Part II of this report contains a summary report on disposal activities conducted at noncommercial disposal facilities. A non-commercial solid waste disposal facility is a facility that receives solid waste from a single generator and that is not operated for compensation. Non-commercial solid waste disposal facilities include: • •

Part III - Solid Waste Land Application Sites U
Part III of this report contains a summary of information on activities conducted at permitted land application sites in Mississippi. A land application site is a site that receives wastes for incorporation into the soil, injection below the land surface, or other application of wastes on the land for soil amendment or conditioning purposes or for biodegradation of the wastes.

Part IV – Composting Facilities Part IV of this report contains a summary of information on activities conducted at composting facilities in Mississippi. A composting facility is a facility that receives organic wastes such as food scraps, animal manures, yard wastes, and wood chips and generates compost through managed decomposition processes. Part V - Beneficial Use of Nonhazardous Solid Waste and/or By-Products U
Part V of this report contains a summary of information on activities conducted by Beneficial Use Determination (BUD) holders. Mississippi’s Beneficial Use Program provides a mechanism whereby industries and other generators may provide eligible solid wastes and/or by-products to users for legitimate end-uses where determined appropriate by the MDEQ. Part VI - Waste Tire Management U
Part VI of this report contains a summary of information on the management of waste tires in Mississippi. Mississippi’s Waste Tire Management Program administers state rules and regulations for the proper storage, collection, transportation, processing, recycling, and disposal of waste tires. This status report contains information that may be utilized by local government officials and solid waste decision makers, disposal facility owners and operators, state agencies, and other organizations. Copies of this report will be available to local government officials and solid waste decision makers to assist them in planning for the management of solid wastes in their jurisdictions. A copy of this status report will also be provided to the Mississippi Department of Revenue for verification of the information that the Department of Revenue receives from commercial disposal facility owners/operators each year. The submitted information on the total amount of wastes received or distributed in tons for Calendar Year 2011 has generally not been verified by the MDEQ for accuracy. The annual reports indicate that a total of 7,051,352 tons of solid waste was received for disposal during Calendar Year 2011 at commercial and non-commercial landfills and rubbish sites. Commercial landfills disposed of 3,437,325 tons (48.75%), non-commercial landfills disposed of 2,528,328 tons (35.86%), commercial rubbish sites disposed of 1,075,333 tons (15.25%), and non-commercial rubbish sites disposed of 10,366 tons (0.15%) of waste (see Figure 1 below). This status report also indicates that Mississippi received a total of 737,510 tons of solid waste from out-of-state sources representing 10.46% of the total solid waste that was disposed during Calendar Year 2011. Commercial landfills received 703,550 tons and commercial rubbish sites received 33,960 tons of out-of-state waste. Overall, in 2011, Mississippi solid waste disposal facilities received 32,653 tons more nonhazardous solid waste for disposal than during Calendar Year 2010 (see Figure 2 below). U

Land Application Sites The annual reports indicate that a total of 29,442 tons of solid waste was received during Calendar Year 2011 at land application sites. Land application sites applied 18,830 dry tons (63.96%) of municipal wastewater sludge (biosolids) and 10,612 dry tons (36.04%) of waste other than municipal wastewater sludge such as pulp and paper mill sludge, wood ash, and other materials (see Figure 3 below). Composting Facilities The annual reports indicate that a total of 5,197 tons of solid waste was received during Calendar Year 2011 at composting sites. Facilities that compost only yard waste received 5,114 tons (98.40%) of the total. Facilities that compost yard wastes and putrescible waste such as food wastes and animal manures received 83 tons (1.60%) of solid waste (see Figure 4 below). U

Beneficial Use Determinations U
The annual reports indicate that a total of 1,039,231 tons of solid wastes and/or by-products were distributed by Beneficial Use Determination (BUD) holders for legitimate end uses during Calendar Year 2011. Construction related projects accounted for 971,777 tons (93.51%) of the by-products distributed and the remaining 67,454 tons (6.49%) was used in soil amendment or conditioning activities (see Figure 5 below). Waste Tire Management Programs The waste tire processing facility reports indicate that a total of approximately 6,508,276 passenger tire equivalents (PTE’s) were managed in Mississippi during Calendar Year 2011. Approximately 6,154,241 PTE’s (94.56%) of the waste tires went to processing facilities that recycle the majority of the waste tire and the remaining 354,035 PTE’s (5.44%) went to processing sites that dispose of all components of the waste tire in permitted landfill disposal areas (see Figure 6 below). Municipal Solid Waste (MSW) Landfills 16BU
MSW Landfills are disposal facilities that are designed and constructed to receive a wide range of nonhazardous solid wastes for disposal including household garbage, commercial business wastes, nonhazardous industrial wastes, and special wastes such as asbestos or treated medical wastes. There were 19 MSW landfills that operated in the state during Calendar Year 2011. According to the submitted annual reports, these landfills disposed of a total of 3,432,853 tons of solid waste during Calendar Year 2011. The annual report on the solid waste disposal activities conducted at each MSW landfill is required by the Mississippi Code Annotated Section 17-17-219 and Section IV.B.15 of the Mississippi Nonhazardous Solid Waste Management Regulations. This report contains a summary of the information from these individual facility reports as provided by the facility owners. The report includes the following information: 1. A state map showing the locations of MSW landfills; 2. A summary of operational information contained in the individual annual reports for Calendar Year 2011 for MSW landfills; and 3. Individual state maps for the 19 active MSW landfills including geographic locations, the geographic areas serviced with the amount of wastes received in tons/year, and other pertinent information. MSW Landfill Disposal Trends Data in this report indicates that during 2011, Mississippi MSW landfills received 129,774 tons more municipal solid waste for disposal than during Calendar Year 2010 (see Figure 7 below).

Figure 8 below shows a comparison of the annual disposal amounts for MSW landfills from Calendar Years 2006 through 2011. Over this six year period, the average annual percent change in disposal rates was +0.37% for total MSW, -0.47% for in-state MSW, and +4.27% for out-ofstate MSW. The total amount of wastes disposed at MSW Landfills during Calendar Year 2011 represents a 1.06% increase over the total amount of waste received in Calendar Year 2006.
