The Hurricane City Power Board met on November 28, 2017, at 3:00 p.m. at the Clifton Wilson Substation at 526 W 600 N. In attendance were; Chairman Mac Hall, Pam Humphries, Dean McNeil, Kelly Carlson, Charles Reeve, Jerry Brisk, Clark Fawcett, Dave Imlay, Brian Anderson, Don Behunin, and April Hill. Mac Hall welcomed everyone to the meeting; Dean McNeil led the Pledge of Allegiance, and Mac Hall offered the prayer. Pam Humphries made the motion to approve the minutes from October with one correction, and Jerry Brisk second the motion. All in favor, the motion passed. Don Behunin: Reported that the crew attended Hot Line school during the first part of the month. They had a representative here from Cooper Regulators trying to help improve communications with the regulators and SCADA system. They have written a switching procedure to de-energize Anticline Substation and transfer the load to Brentwood Substation. Rocky Mountain Power is going to come off the Hurricane 69 KV line to feed their quail lake substations. This is a temporary feed for a couple of months while work is being done for the Purgatory Flats substation. The crew has taken oil samples on everything in the substation. One of the transformers came back with a test result of high moisture content. The oil has been sent in for a second test to verify the result. Brian Anderson: Reported that the line crew has finished the line to Copper Rocks. The line consists of 27 poles and is one and a half miles long. Most of the line is 336 ACSR wire. Christmas light were successfully hung the weekend of Thanksgiving. New Board Member Introduction: Dave Imlay introduced Kelly Carlson as the new Power Board Member. Kelly Carlson recently retired from his position as Washington County’s Power Superintendent. Cash Reserve Policy Resolution Discussion and Possible Approval: Dave Imlay provided the Power Board with a spreadsheet showing the departments depreciable assets. Dave would like feedback on what percentage of total assets the department should hold in depreciation. Dave provided the Power Board with a spreadsheet showing the capital expenditure plan over the next 15 years and how it will affect the depreciation fund. Dave provided a forecast of total expenditures going to 2029. The Power Board and Clark Fawcett (City Manager) discussed in detail the amount of contingency funds that should be set aside for the department. The group concluded that the Power Department should have a threemonth contingency plan in savings with a five-year glide path towards saving up the three months of cash reserve. Dave Imlay will write a resolution with the details for the cash reserve policy and present it to the Power Board and City Council for final approval. Capital Expenditures and Capital Project Update: Dave explained in detail the capital projects that have been started or completed to date and how much depreciation can be deducted for each project that has been completed. The department has ordered a new service truck that should be delivered soon.

The cost of sales is 2.15% over the budgeted amount. kWh hours are 3.84% over budget and kWh revenue is up 1.91 %. Hunter: The Hunter Power Plan is continuing talks with the EPA. Emission testing may not be necessary. CFPP: There are still offramps for the project that serve as protection for the participants in the project. Purgatory Flats Substation: The Holmgren Milkovich protected habitat on BLM ground is in conflict with the route that was originally designed the UAMPS lines in and out of the Purgatory Flats substation. The project is working with private property owners to obtain easements for a different route. UAMPS is reengineering the line in hopes that they can acquire easements from the private property owners. The Power Board adjourned at 4:50 p.m. There is not a Power Board Meeting scheduled for December 2017.
