Contract Award for Employee Assistance Program(EAP)
ACTION ITEM RECOMMENDED ACTION(S)
Consider authorizing the General Manager to enter into contract with Claremont Behavioral Servicesto continue to offer an Employee Assistance Program(EAP). BACKGROUND/RATIONALE
The District issued a Request for Proposal (RFP 2017-1389) for EAP services on February 2, 2017. The RFPsolicited proposals from 182 vendors and 82 Disadvantaged Business Enterprise IDBE)firms. The solicitation was also posted on the District's website and advertised in the East BayTimes. Claremont BehavioralServiceswas the only vendor that submitted a proposal. Claremont EAPprovides a variety of services for employees and their family members. These services include in person or video conference counseling, legal, financialand tax consultation, community and dependent care referrals. In addition to clinical counseling, Claremont Behavioral Services provides a Trauma Response Counseling Program that has been very effective for employees who have been assaulted or traumatized while at work. In addition,
the District managementstaff has accessto several brown bag seminarsaround important topics such as improving communication skills, stress reduction, or time management. These seminars are designed to energize and educate employees while providing a fun and engaging learning environment. The EAPis performing wellwith high employee satisfaction. BUDGETARY/FISCAL IMPACT
The execution of this contract willcost $197,532.00 per year for a totalof$987,660.00 five year life of the contract.

ADVANTAGES/DISADVANTAGES
The District's contract with Claremont Behavioral Services expires March 21, 2017. Awarding the EAPcontract to Claremont Behavioral Services ensures the continuation of EAP services. The experienced licensed counselors and providers will continue to provide the full range of EAP services.

One alternative is to no longer provide EAPservices to employees;however staff does not recommend discontinuing EAP services as this benefit ensures the mental health of District employees. PRIOR RELEVANT BOARD ACTION/POLICIES
