Operations Control Center Relocation Project, Construction Contract Award

ACTIONITEM BECOMMENDEO ACTON(S); Consider awarding a construction contract to California Plus Engineering for the Operations Control Center (OCC)Relocation Project at the General Office. BACKGROUND/RATIONALE

This project will relocate the current OCCfrom the D-2 Emeryville location to the General Office

buildingin Oakland. The renovated spacefor the OCCwill take advantageof an improved network infrastructure installed by the Bus Rapid Transit project as well as newly upgraded CAD/AVLequipment and software for the District. This procurement was conducted as a sealed public bid procurement through an Invitation For Bid(IFB) with a Small Business Enterprise(SBE) utilization goal of 5%. Refer to the Table I for the Procurement Timeline. Staff solicited 1,058 firms, of which 469 were small/local/disadvantaged businesses. A total of four (4) contractors attended the pre-bid conference and subsequent job walk. Three bids were received on July 7, 2016. Refer to the Table 2 for Vendor Metrics. Purchasing determined the lowest cost, responsive and responsible bid and recommend award to California Plus Engineering, an SBEfrom Campbell, California. California Plus Engineering's bid includes four(4) SBEsubcontractors, including two SmalILocal Business Enterprises (SLBEs)and one Disadvantaged Business Enterprise (DBE). By virtue of being an SBE,California Plus Engineering as the contract awardee satisfies the SBEutilization requirement.

Avoids high implementation cost of extending high speed fiber to D-2 location ExistingOCCcan remain operationaluntilCAD/AVL transition to new systemsis completed. - The City of Oakland has reviewed and approved the plans, permit is ready to be issued to the contractor upon payment of a remaining fee Disadvantages include: Requiresre-organizing and relocating some staff within the GO building or to other District locations. Difficulties associated with remodeling activities in a fully occupied building. ALTERNATIVES ANALYSIS

Staff considered modernization and retrofit of the existing dispatch center and determined that the one-time implementation and high annual operating costs to accessthe high speed fiber

optic for BRTinfrastructurewas not cost effective. Other District locations and alternate network configurations were consideredand the location chosen provides best for the BRTand CAD/AVLimplementation, improves reliability and operating costs. PRIOR RELEVANT BOARD ACTION/POLICIES
