SignalPriority (TSP)System,for the the South County CorridorsTransit PerformanceInitiative cline 97) Project. BACKGROUND/RATIONALE

As part of the Line 97 Transit Performance Initiative (TPI) project, AC Transit is coordinating with the Metropolitan Transportation Commission (MTC) on implementing bus priority improvements, including Adaptive Signal Control, signal coordination, TSP and bus stop optimization. The purchaseof TSPequipment would be through an amendmentto the existing sole source contract for the GTT GPS-basedTSP System, in accordance with the Board decision per Staff Report 15-157 in 2015, which cites the following reasoning: e Compatibility with existing on-street infrastructure 8 Unique capability of independently requesting signal priorityto a bus based on real-time schedule and headway adherence instead of a time interval, which is much more efficient and required by the cities

The FederalTransit Administration (FTA) and Board Policy No. 465 allow for procurement processesother than full and open competition when appropriate.Federalfunds would be usedto purchasethe proposed equipment. As a result, this contract amendment will meet the District and Federalrequirements as specified in the originalpurchase contract.

Under the District's ProcurementPolicy (Board Policy 465), sole source procurement or an amendment would be permitted becausethe completely compatible product on the market is only available from a single source - GTT. Per policy requirements, in 2015, Staff published the intent to award a sole source contract on the District's website for three business days. This provided an opportunity for review by Small Business Enterprises (SBEs),Small Local Business Enterprises(SLBEs)and Disadvantaged Business Enterprises(DBEs). Under the previous award in 2015, staff did not receive interest from the notification by any firms with the requisite capabilities.

The Line 97 project is intendedto improve corridor traffic and transit operationsalong Hesperian Boulevard, Union City Boulevard, Alvarado Boulevard, Dyer Street, Alvarado-Niles Road,and Decoto Road(AC Transit Line 97). The corridor is approximately 12.5 miles long and is the major travel corridor between the Bay Fair BARTStation in the City of San Leandro and the Union City BARTStation in the City of Union City via the Union LandingTransit Center. The project will install transportation infrastructure improvements to decreasetraffic delay and increase operational reliability for buses along the length of the corridor. Improvements include, but are not limited to: Adaptive Traffic

Control System (ATCS) along Hesperian

Boulevard in San Leandro, unincorporated Alameda County and Hayward; Corridor-wide TSP; signal coordination; and relocation of key bus stops from near side to far side. The TSP is a critical piece of the project that upgrades the existing traffic signal system to provide transit better ability to managetraffic thus improve on-time performanceand reducetravel time. A primary factor in receivingthe funding award was the regional/multi-jurisdictionalnature of the project. This includes capital investment in Union City that will benefit Union City Transit and AC Transit. None of the District's matching funds or capital funds dedicated to this project will go toward improvements outside of the District. BUDGETARY/FISCAL IMPACT

The project budget for fiscal year 2017-18 totals $6,147,803. This purchase would account for $1,223,000 of the project budget to purchase equipment for the Line 97 Project. Below is a summary project budget and an estimated cost to purchase the TSP equipment. Line 97 - Budget Summary

Becausethis purchase augments existing investments from the Line 51 and 1-80 ICM projects, as additionalfunds become available in the future, staff proposes to equip the remainder of the fleet in order to fully maximize the benefit from TSP and avoid the need for a TSP-equipped

sub-fleet.In addition, staff proposesthat all new bus purchasesinclude TSPequipment. The

estimatedcapital cost per vehicle is in the range of $6,500dependingon the quantity purchased. ADVANTACES/DiSADVANTAaES As discussed in this report, there

As an alternative, an open procurement solicitation for a District TSPsystem purchase could be done. This would reveal that there is only one product that would meet the system requirementsand be completely compatible with the existing TSPon-street infrastructure. This conclusion is based on Staff's research into product and market availability. PRIOR RELEVANT BOARD ACTION/POLICIES
