SUBJECT:

Heavy Duty Towing Contract for District Vehicles

ACTION ITEM RECOMMENDED ACTION(S): Consider authorizing the release of an Invitation for Bid (IFB) for Heavy Duty Towing Services for District vehicles. EXECUTIVE SUMMARY: The current Heavy Duty Towing Contract (2010-1143) will expire on September 30, 2015. The towing contract supports the District by providing twenty-four hour on-call Heavy Duty Towing Services for buses and non-revenue vehicles that operate within Alameda and Contra Costa Counties in addition to Transbay service to San Francisco, Palo Alto and San Mateo. Staff intends to release the heavy duty towing service IFB for a three {3) year base period, plus two (2) one {1) year option periods. The contractor will be required to provide equipment and personnel to provide all towing services requested from the District on an as needed basis. BUDGETARY/FISCAL IMPACT: The total anticipated cost for this contract including the individual one-year options is approximately $850,000.

BACKGROUND/RATIONALE: The District has no equipment to tow buses and other non-revenue vehicles within the District when required. The capital cost for such towing equipment and the labor hours to support the towing of vehicles is not a cost effective option for the Di strict. The current Heavy Duty Towing Contract (2010-1143) will expire on September 30, 2015. The towing contract supports the District by providing Heavy Duty Towing Services for the buses and non-revenue vehicles that operate within Alameda and Contra Costa Counties in addition to Transbay service to San Francisco, Palo Alto and San Mateo. ADVANTAGES/DISADVANTAGES: The advantage of having a heavy duty towing contract is that the selected contractor will have the specific equipment and experience in towing the various types of buses and non-revenue vehicle. There are no known disadvantages to having a heavy duty towing contract.

ALTERNATIVES ANALYSIS: There are no cost effective options to issuing a contract to have District vehicles towed.
