Pavement Rehabilitation Project P2025

ACTION ITEM RECOMMENDED ACTION(S):

Consider authorizing the release of a solicitation for a construction contract in support of the Pavement Rehabilitation Project. EXECUTIVE SUMMARY:

This Invitation For Bids (IFB) is for concrete renovation work needed at the Sabre Street driveway entrance, fuel island lanes and surrounding area s. Thi s project will also include safety related improvements at the Division 6 and Division 4 fuel islands to make new fare box vault "cut-outs" so that recently installed fare collection equipment can be accessed. Th e primary goal is to remedy potential safety hazards caused by uneven surfaces, previous construction defects, or new cracking mostly noted at the fuel island. In some cases, the sub-grade will be removed and replaced with properly compacted, engineered fill, prior to placement of new reinforced concrete. Plans, specifications and cost estimates are being prepared by one of the Di strict's on-call engineering firm s. Purchasing will prepare the procurement package and formally advertise on the District's website. This procurement will result in a firm- fixed price contract with a period of perform ance of 120 calendar days. BUDGETARY/FISCAL IMPACT:

The anticipated cost of construction is based on the Engineer of Record's estimate but withheld until contract award is presented to the Board. Sufficient funding to cover the award based on the estimate is in the current Capital Budget with the type of fund s as shown below: Funding Source

Report No. 14-313 Page 2 of 2 BACKGROUND/RATIONALE:

This construction bid package will address priority concrete repairs previously identified by the Maintenance and Operations staff at the Division 6 Hayward, and Division 4 Seminary bus yards. Prior to bidding the concrete repair work, AC Transit will have conducted utility investigations, soil sampling, profiling, and identified approximate quantities of potential contaminated soil for removal and disposal. At the main entrance to the yard, the curb, gutter, sidewalk and driveway apron are in poor condition. Repair of these elements will also be included in the work. Once completed, the roadway striping will be replaced which helps guide pedestrians and drivers when entering and leaving the yard. Staff requests authorization to release the solicitation for the Pavement Rehabilitation Project. ADVANTAGES/DISADVANTAGES:

Staff recommends making concrete repairs to maintain and extend the useful life of the facility. Safety issues will be resolved such as trip hazards due to uneven pavement. Improvements will reduce potential safety hazards and damage to buses. This type of work is disruptive to operations; however, lanes under construction can be phased to minimize closures and provide uninterrupted fueling during construction. ALTERNATIVES ANALYSIS:

Staff considered postponing the work; however, this project will eliminate expensive and problematic temporary repairs to paved areas, trench plate cover rentals, and other safety concerns. PRIOR RELEVANT BOARD ACTIONS/POLICIES:
